What is a Japanese export certificate and why does it matter?

Almost every Japanese import arrives with a Japanese-language document that English speakers refer to by several different names. Understanding what it is, and what it is not, prevents a lot of confusion at the port and at the DMV counter.

The names all refer to the same thing

You will see it called an export certificate, an export cancellation certificate, or a certificate of registration deletion. These are all English renderings of the same Japan-side document. The variation comes from translators, not from different documents.

What it is

The document results from Japan's deregistration and export procedures. When a registered vehicle is taken off the Japanese register for export, the record of that action captures identifying and registration information for the vehicle, including chassis details and registration history recorded in Japan.

What it does not do

• It does not by itself prove the vehicle is not stolen.
• It does not guarantee clear ownership or the absence of liens.
• It does not confirm exact mileage.
• It does not guarantee that CBP or any state DMV will accept your submission.

Why the details matter

Mismatches are what cause delays. The chassis information on the document should match the vehicle, the bill of sale or invoice, the Bill of Lading, and everything the broker submits. Copies need to be legible. Translations should be accurate and complete rather than a summary. Depending on the entry, HS-7 and EPA documentation and the CBP entry records will sit alongside it.

Who decides what is required

The licensed customs broker determines the exact package required at entry, and your state DMV determines the exact package required for title and registration. Those two lists are not identical, and neither is fixed. Ask both, in writing, early.
